Regenerate Wiswa-managed files. Add YAML frontmatter (name, description)
to every `.claude/agents/*.md` so subagents are properly registered.
Expand the release agent with a collision pre-scan for cz `version_files`,
sandbox-vs-host guidance for `pre-commit run -a` and the bump commit, a
wiswa-sync round-trip step, version/source verification for CITATION,
flatpak, and snapcraft, and a post-push CI monitor with un-draft and
recovery rules.

Refactor the publish workflow to split required vs optional workflows
behind a shared `process_workflow` helper, and switch the release
workflow guard to use `head_sha` plus a GH token. Bump pre-commit hook
revs (uv-pre-commit 0.11.13, check-jsonschema 0.37.2) and exclude
`vcpkg.*.json` from `end-of-file-fixer`. Raise dev floors for
commitizen, cz-path, mypy, and ty.

Promote `.claude/settings.local.json.dist` to a tracked
`.claude/settings.json` and drop the corresponding `.gitignore` entry so
project-wide Claude Code settings ship in-repo. Ignore `*.3`, `*.7`, and
`*.desktop` in Prettier; add `npmPreapprovedPackages: []` to
`.yarnrc.yml`; rewrite the `package.json` repository URL to the
`git+https://` form and stamp the Wiswa run metadata. Refresh the
CITATION release date and walk the Keep a Changelog link in
`CHANGELOG.md` back to 1.1.0. Add `preapproved`, `undraft`, `undrafted`,
and `worktree` to the dictionary, drop the now-unused `npmjs` entry, and
refresh both lockfiles.
