Fix CI: preserve PATH in sudo calls to use setup-go toolchain

sudo resets PATH, causing CI to fall back to the system Go (1.24.13)
instead of the one installed by actions/setup-go (1.25.x). This
triggers an unnecessary toolchain auto-download which hits a Go bug
(golang/go#75031) where go test -cover fails with "no such tool
covdata" for packages without test files.

Pass PATH=$PATH through sudo env so all make targets use the correct
Go version directly.
