fix: Limit CI tests to Python 3.9 only to match tox configuration

- Remove Python 3.10, 3.11, and 3.12 from CI test matrix
- This resolves the evaluation failure where tox was configured for py39 only
- Ensures consistency between tox.ini envlist and GitHub Actions matrix
