build!: migrate to tsdown, upgrade deps, colocate vitest specs, adopt CI workflows (#75)

* build!: migrate from rollup to tsdown

Replace the rollup + @rollup/plugin-typescript + rollup-plugin-dts setup
with tsdown, following the PeculiarVentures/ssh configuration.

- add tsdown.config.mts (esm + cjs, neutral platform, dts, attw check)
- output build/index.{js,mjs,d.ts,d.mts}; exports map is generated
- drop tslib (decorator helpers are inlined) and importHelpers
- add @types/node explicitly (previously only a transitive dependency)
- remove unused rimraf, nyc and mocha config

BREAKING CHANGE: build output files are renamed. build/webcrypto-core.js
is now build/index.js, build/webcrypto-core.es.js is now build/index.mjs,
and build/index.d.ts is joined by build/index.d.mts. Deep imports of the
old paths no longer resolve; import from "webcrypto-core" instead.

BREAKING CHANGE: public type declarations re-export types from
@peculiar/utils v3 and @peculiar/json-schema v2.

Move tests from test/ next to the modules they cover as *.spec.ts and
limit vitest discovery to src/**/*.spec.ts.

* test: replace node:assert with vitest expect

- import describe/it/expect from vitest explicitly; disable globals
- tsconfig types: vitest/globals -> node
- await previously un-awaited rejects assertions in shake specs
- cast generateKey results to CryptoKeyPair in ed specs (expect does not
  narrow types like assert.ok did)
