Update to RapidFuzzMatcher dependency versions (#15)

* Update to RapidFuzzMatcher dependency versions

Raise floors to hdx-python-country 4.2.1, hdx-python-utilities 4.2.0 and
hdx-python-pipelineutils 0.0.7. Add admin2 admin_fuzzy_dont entries for
AGO communes and CAF prefecture names that now fuzzy match wrong p-codes.
Regenerate HAPI fixture: country data changes ETH has_hrp and AGO in_gho
to N; Dawuro now has admin1 ET07 and no admin2.

* Map Dawuro to ET1104 under SNNP with country 4.2.2

hdx-python-country 4.2.2 uses parent-keyed admin name mappings whatever
the p-code's parent, so "ET07|Dawuro" restores ET11/ET1104 (44 rows).
