Fixing a failing Travis build

Actually there was a bug in an email sending callback, that
would have tried to send emails as admin notifications, even
if the setting said, that admins should not be notified.

I don't really get, why tox didn't reveal this and why this
code only fails in Travis 2.7 environment... But better late
than never...
