Check for successful steam-runtime-launcher launch

Check that Steam Runtime launcher has actually started up successfully
instead of always assuming success. The launcher might have actually
failed to launch (eg. due to bad CLI parameters), in which case any
later attempts to launch Wine executables will cause a bunch of
errors and make the actual problem harder to locate.
