PoC of Maintainers and Repo Links

Why these changes are being introduced:
This is an experiment in additional sections of the README along with
a new CODEOWNERS file for ensuring clear code ownership and links
between interdependent repositories.

How this addresses that need:
* Create a CODEOWNERS file for Github
* Create a Related Assets section in the README with valid content
* Create a Maintainers section in the README with valid content

Side effects of this change:
None.
