Fix critical bugs and modernize project

- Fix New(): was returning size bytes instead of size bits
- Fix New(): correct padding calculation for atomic ops
- Fix tests: off-by-one errors, wrong loop variable, bounds checks
- Add go.mod for Go modules support
- Replace Travis CI with GitHub Actions
- Update README with modern badges and better docs
- Add godoc comments to all exported functions
