feat: add lbli external base layer sample group entry

Add LbliSampleGroupEntry for the L-HEVC external base layer sample group
(lbli, LhvcExternalBaseLayerInfo, ISO/IEC 14496-15 Ed. 7 Sec. 9.6.1). It
signals per-sample inter-layer prediction parameters (bl_irap_pic_flag,
bl_irap_nal_unit_type and a signed sample_offset) for L-HEVC tracks whose
base layer is carried in a separate track (referenced via 'sbas'), i.e. when
the active VPS has vps_base_layer_internal_flag == 0.

Registered as a sample group entry decoder and round-trips through an
SgpdBox.
