Don't fail on images that are too large

Couple of change here:

1. Use existing S3 images if we have them. This means Rekognition can
   accept larger files.

2. Resize images to no more than 15mb. I used a LLM to generate this
   binary search

3. Don't raise on Rekognition errors, it's not useful for us to know
   about these
