MB-22532: mossScope to open moss store with KeepFiles:true

+ mossScope should not change file format or directory
  structure (except import - which adds new docs to the store)
+ Setting KeepFiles to true in StoreOptions, ensure that any
  obsolete files aren't removed upon invoking OpenStore().
