[#187] Don't allow "npm run seed" in production

We only allow `npm run seed` if `NODE_ENV == "production"`. This avoids us
cleaning our production database by mistake.

Also added a new staging knex environment , as ae need a separate
environment to be able to run `npm run seed` on staging.

Fixes opentrials/opentrials#187
