[test] ensure temp 'testData' dir is created in Lib/mutatorMath/test/ufo

Use __file__ instead of os.getcwd() as we now run the test suite from the
root of the repository.

Clean up all the temporary generated test files if cleanUp=True.

I wonder if that shouldn't be the default?
