Fixed bug in Action create when associating with a calendar

Due to the incorrect use of array_merge instead of the array plus
operator, the keys of the array were squashed, resulting in incorrect
IDs in the dropdown. This in turn caused the calendar to be incorrect,
or to fail a database foreign key constraint.
