mossScope: dump footer does not support hex interpretation

+ Since dump footer does not display results in hex,
  change the hex flag in dump to a local flag, so that
  it doesn't persist to dump footer.
+ Additionally add a hex flag in key, as dump key does
  support hex interpretation.
