Enhanced fact gathering (#638)

-Implemented "on-demand" facts gathering.
  - Facts are only gathered from the device at the time their value is first accessed.
  - Future access of the same fact are returned from a cache.
  - While the `gather_facts` argument may still be specified, it essentially becomes a no-op.

- Implemented additional device facts.
  - The exact meaning of each fact is documented and can be accessed with `help(dev.facts)`

-The new-style on-demand fact gathering is the default. The old-style fact gathering can still be used (for now) by passing `fact_style='old'` to `Device()`.
