networking: Enable kpartx support for CNCI image preparing phase

In order to support a wider range of distributions where our CNCI
image prepare soltion we use kpartx in case it is installed in the
OS. We are keeping losetup commands for those distribution that doesn't
have kpartx (e.g. ClearLinux) which is our current deployment container
OS.
