Support revisions access to mobile-sections (#729)

* Create new key_rev_value buckets for mobile-sections

* Safe to the new bucket as well

* Fix up saving to the new buckets

* Removed unwanted console.log

* Implement the mobileapps in JS, allow lookup for revisioned content

* Added tests, proper purging, exposed API publicly

* Don't store and purge if the request was made for an older revision

* Set the grace_ttl for the new tables to 1

* Support no-cache requests

* Fixed the jslint issue

* Removed the no-cache check when looking whether to store new render
