Set RU order direction per rack on rack diagrams (#2936)

* Create setting for RU ordering per rack (#2930)

Currently ordering in rack diagrams can be set globally.
However some companies use both standards when working with multiple
datacenters and clients.

* Reorder RU per rack on dc visualization (#2930)

* Set default rack ordering from settings created in #2832 (#2930)

Keep this default setting introduced in 315f6d2e for backwards
compatibility and for convenience. The administrator can set this value
to be the order of most of the racks they manage.

* Pep8 compliance and some cleanup (#2930)

* Remake tests, migrations to import from base.py settings (#2930)
