Add email notifications feature for ICEkit Workflow

Add a signal handler to send email notifications when the workflow
state is changed.

The email sending is configured by new overrideable settings in
`icekit.workflow.appsettings` to manage multiple targets for email
notifications, and the properties of the emails themselves.

Added documentation describing the feature and key settings.
