Fix cassandra config

This patch has a couple of fixes:
(1) Setting a slice value was broken because we always override
    with the default.
(2) The admin CLI lower cases all of our config keys which breaks all
    the config which uses camel case. Rather than normalizing in the
    configMgr, it is better to not lower case all strings since we are
    always case sensitive in other places as well.
