Test whether Pulp can handle bad metadata

Add `SyncInvalidMetadataTestCase` to module
`pulp_smash.tests.rpm.api_v2.test_sync_publish`. This new test case
checks to see if Pulp can gracefully fail when syncing a repository with
incorrect metadata in its `repodata` directory.
