Improved highlight and tooltip behavior (#327)

- Highlight element when cursor is close to it (or close to it's value for bars and lines).
- Raise highlighted lines, bar and point groups over not highlighted.
- When element is clicked, dim other elements.
- Highlight overlapped points, line points by moving cursor around.
