Refine configuration model

- introduced CoreProps - constants for all property names
- removed alerts*.cfg and throttling*.cfg files
- removed application.cfg and applicationCore.cfg
- added default properties for tests: application-test-default.properties
- ranamed ohf.contextCall.localhostUri to ohf.server.localhostUri
- added ohf.server.localhostUri.check property (enable/disable checking of localhostUri in ConfigurationChecker)
- property must not be defined if direct and context calls are not used
- added priority loading for "openhub.properties" - FileExternalPropertiesAutoConfiguration
