Adjust to a change in the data returned by the Code4SA MapIt

It used to be that the ward ID was in the 'name' field for a ward area,
but this seems to have changed now to, for instance:

  'City of Cape Town Ward 115'

... while the ward ID now looks like it's a code under the key 'MDB'.
(It makes sense that the name might change and not be machine parseable,
so does make more sense.) I'm pushing this fix out as soon as possible,
but I'll check with Code4SA that this is the right fix.
