[#529] Fix running linter

ESLint complains when we use the `arguments` variable, pointing us towards
using rest parameters. However, in our NodeJS version, the rest parameters
aren't enabled by default, so we need to add `--harmony_rest_parameters` flag
when running node.

This won't be necessary when we upgrade our Node version.

Other than that, this commit only enables and fixes all ESLint errors.
