Limiting audit log, snapshotting toggle state (#44)

* Limiting audit log, snapshotting toggle state

- the audit log is now limited by max length and max age
- toggle actor creates a snapshot every 10 events, deleting olde ones

* improving handling of optional rollout percentage in toggle snapshots

* Improving code style and snapshot storage format

- properly re-computing actor behavior on snapshot recovery
- deleted and existing toggles are stored as two different message types
- renaming deadline to minimum time
- renaming snapshot age to events since snapshot
- improving wait-for behavior to reduce test execution time
