testutil: singlevm: update singlevm to use per tenant workloads

Modify the singlevm setup and verify commands to upload public
workloads to the cluster prior during setup. Stop using hard
coded workload IDs. Stop using hard coded ImageIDs where possible.
Remove the canned tables and workloads from singlevm.
