Add a  workaround to JlineConsole for the Windows STDIN bug
Also allow setting the InterruptableInputStream behavior in JLineConsole
constructor.

The InterruptableInputStream wrapped around STDIN doesn't work well with
Windows's default terminal emulator, which doesn't report available
characters until you press enter. Add a constructor argument to
JLineConsole to allow setting the sleepTime of InterruptableInputStream
or disabling its use entirely, making the console thread block. As a
default value for this argument use "block" if the OS is Windows, or the
previously hardcoded sleep time otherwise.
