Silence 103 useless rubocop complaints

New rubocop (rspec) release breaks the build across all branches.

They want:
`expect(controller).to have_received(...)` instead of
`expect(controller).to receive(...)`

The past tense makes no sense, especially for our expectations that conclude with:
`.and_return(...)` or `.and_call_original`!
