Consolidate into pluggable hill climber strategies

This should make it easier to focus on optimizing a hill climber by
not duplicating the entire policy. The climbers may have redundancies,
which is preferred rather than complex sharing by keeping each well
isolated. This should be helpful as we determine what the best climber
approach is.
