Regenerate, update package to new API.

According to commit b3e7c2fb0 in
https://github.com/google/go-genproto, the authoratative home for
"google.golang.org/genproto/protobuf" is not at:
"github.com/golang/protobuf/protoc-gen-go/descriptor". Update our code
to match this.

Additionally, update "client/cmd/isolate/checker" to use Stop instead of
Close. It's the same function, but commit
6ae94d3fb changed its name.

Finally regenerate to make sure everything is up to date.
