Add staticcheck and errcheck to lint (#629)

This PR does a few things:

-   Fixes GENERATE_DEPENDENCIES in the Makefile to add two more dependencies
-   Splits `make lint` into multiple targets that `make lint` depends on
-   Adds https://github.com/dominikh/go-staticcheck as a linter
-   Adds https://github.com/kisielk/errcheck as a linter
-   Updates the code to handle errors where they were not being handled
-   Adds the CombineErrors function from thriftrw
