Change behaviour of review badges (again) (#1101)

* Delete yellow badge
* Extend green badge to show when there are only passed jobs and/or
  softailed jobs without failed modules
* Add test for black icon to show up even if there are no fails at
  all but softfailed jobs with failed modules reviewed

So
* the green icons shows up when there is no work to be done
* no icon is shown if at least one failure still need to be reviewed
* the gray icon is shown if at least one softfailure with failing modules still
  need to be reviewed
* the black icon is shown if all review work has been done

(To simplify, checking for false-negatives is not considered here.)
