Various minor fixes (#3)

* added symfony/event-dispatcher ^2.8 as it does not break the library, but allows for more flexibility;
added PhpStorm project files to gitignore
* added missing Circuit type hint in Handler;
added missing use statement;
fixed phpdoc in Breaker;
used shorthand ternary operator
* fixed type hints and return values;
fixed type in method name
* fixed handler initialisation
