Don't offer moderation buttons for unconfirmed messages

The message detail pages that you see in the site owner's admin were
offering "Accept" or "Reject" moderation options even when the message
hadn't been confirmed yet.  People were clicking on these which would
then generate user-facing error pages and notify us of the error by
email.  This commit changes the message detail page to only offer those
options for confirmed messages.
