* clarat-org/clarat#878 - generate translations on approve instead of complete event

for offers and organizations

* moved translation generation to claradmin

* stump for translation generation logic to keep the state_machine logic in one place

* public instead of protected method

* remove test (now in claradmin)

* raise runtime error on unimplemented stump call and adjust tests accordingly
