payloads: extend StorageResources for more volume capabilities

Adding support for OpenStack's block_device_mapping_v2 brings with
it a number of additional usage flows for volumes.  Instead of merely
attaching a pre-existing volume by UUID, there must now also be support
for optionally naming/tagging devices, auto-creating locally allocated
ephemeral disk/swap, and boot indexing.

And there needs to be support for an array of storage resources not just a
single element.  This arguably should be a ssntp protocol bump, but I'm not
sure our storage work is actually complete/usable yet to the point anybody
would be broken by this change.

Fixes Issue #606.
