Merge pull request #922 from chu11/optindcleanup

optparse: attempt to prevent use of getopt's optind global by callers

Rename all optparse callers use of `optind`, which is a global provided by glibc getopt()
implementation. Rename optparse_optind() accessor to optparse_option_index() to further
discourage use of the optind global variable.
