hotfix [dict]: Fixed circular dependencies with Dictionaries

A circular dependency of:

    Eval -> Prop -> Dict -> Eval

resulted in `Dict` eventually resolving to undefined which as a
result would mean an `UNNLINKED_CLASS` signal would be thrown
