[Idempotent][Part 4] Update dispatcher Start/Stop to be opinionated about order

Summary: This PR updates the yarpc.Dispatcher to make sure it starts
in a particular order (transports -> outbounds -> inbounds) and stops in
a particular order (inbounds -> outbounds -> transports)

This introduces a StartStoppable interface in order to reduce some
duplication, We've got some issues to figure out with where interfaces
should life, so I'll leave it in dispatcher.go for now, with plans to
move it later
