[Idempotent Start/Stop][Part 1] Update RoundRobin start/stop to be idempotent

Summary: This diff updates the RoundRobin PeerList to have idempotent
start/stop methods, which allows them to be safely stopped multiple
times.  This will allow us to reuse lists in multiple outbounds (as long
as those outbounds have the same lifecycle requirements)
