ciao-storage: add noop driver test

This is a relatively silly little test file example to add a first bit
of unit testing to ciao-storage.  This relates to issue #940, but it
by no means addresses that issue.  But it does yield an amazing 100%
coverage for the noop.go file.  Hurray for metrics.
