HAL builder and Dashboard bugs fixing (#763)

* Users and different keyspaces

    - Log in page in dashboard
    - new keyspace selector modal in dashboard
    - Users stored in system keyspace
    - JWT and currentKeyspace in localStorage

    - graql shell -u and -p params, since it's authenticated
    - Engine APIs secured with JWTs, which is possible to disable
