added textbook api endpoints and fixed local tests

- added another dbfixtures config for running local tests
- added images for the digital logic textbook
- added api namespace for the digital logic textbook which will return a section or a the entire text.
- added clean-pyc command to makefile
- added NoSectionFound exception for when no section is found in the textbook
- added new markdown tags for sections in the textbook
- allowed tests to be run locally instead of only on docker or travis
- added pyquery to requirements file
