Treat yml and json templates as editable variables

This parses yaml and json files into a configuration array that plugins
and manipulate directly. These arrays then get converted back into
their respective formats before getting tossed back to the Twig
tempting system. This allows plugins to manipulate the data structures
in useful ways while also allowing template logic to be placed inside
variables.
