21_1.6_EventDrafts (#79)

* Add failing feature spec for #21

* Add column "draft" to events, run migration

* Fix test object creation

* Add "draft" button to view, change events controller to save parameter

* Implement events filtering by draft status on index page

* Remove button values to allow automatic labelling, add localization

* Change events controller to reflect renaming changes

* Fix problem with spec not finding buttons

* Failing spec for hidden draft button on published events

* Hide draft button on already published events

* Additional test for events edit page draft button

* Change label on submit button when creating/editing draft events

To make it clearer that they will be published

* Add draft status to seeds

* Move test for draft events to a different file

* Shorten labels on draft and create buttons as requested

* Fix entirely unrelated tests from #17 that relied on exact label wording
