fix travis spec tests (#35)

* fix travis spec tests

- ignore vendor directory for syntax and lint testing
- ASCII only - remove UTF-8 artifact

* update for puppet 3 and future parser

- disable tests on puppet functions and types when running puppet 3
- remove utf8 character from docs

* travis fixes part 2

- skip puppet 4 code when using puppet 3
- skip coveralls when running on ruby < 2
- use correct error type on tp_lookup define spec
