ciao-controller: add Tag to types.StorageResource

For types.StorageResource to capture the controller relevant data
about per-instance volumes as per compatibility with OpenStack's
block-device-mapping-v2, the type and backing datastore need to include a
"Tag" field.

This would likely go away if we do per-volume key-value metadata along
with volumes, then tag-based queries would interrogate the volume listing
via rbd intead of the volume listing as also stored by controller.
